Or just buy a Ryzen 5 1600 + a b350 motherboard for like.. $50 less and get a very solid 6 core \ 12 thread CPU that can easily be OC'd on the stock cooler LUL

Yes, but it's not high enough to damage the CPU. I have a good aftermarket cooler, so the temperatures are pretty good.
