I will answer to ur last sentence: no, at least not because people think about it as of something useful. but with "new" technologies and level of implementation of english language in every aspect of worldwide culture it is harder to miss this language at all

To first sentence: problem is not in russians - we are not in European union, amount of people who speak native english here is very small therefore this language gets less attention here
Now lets think about whole human population: I don't want to portray myself as some "high minded" individual but if u spent enough time in internet and IRL u would notice that bigger part of people, hm, let's say "doesn't utilise their brain the way the SHOULD" (imo could is wrong word here)
