If the price difference is low then the 5070 ti for me it was like 50 euros so i picked up the 5070 ti very happy with it

Prob a 9070 XT and a decent cpu like 7600X and i wouldn't go am4 cause that platform is kinda dead at this point might be wiser to invest in am5 and you can always upgrade your cpu as well

You most likely have a bad memory kit meaning ram i suggest running TestMem5 which is a tool for testing ram kits
