ye sure. ofc i have higher choke on dm servers (fx. on 20/20 csdm i have almost all the time 80-100 which is simply unplayable) on a warserver or prowar server i have "just" max:50-60 when the action ...

I don't know if it does actually.
I've tried lower/low priorty but I havent noticed any changes.
I have fps dropps very usual maybe because of this.
My choke is around 80-100 when I see more than 2...

you should open task manager, search "hl.exe" right click "set affinity" (or something like that) and select just one instead of 2 or 4
