VAC bans are delayed, that's for sure. The ban could've been wrong, and if so, he should contact valve support to see what they can do. If the ban was indeed wrongly applied, he'll get unbanned.

Even if you won't get vac banned, if you use your script or w/e on matchmaking, you WILL get overwatch banned and then VAC banned. In general it is prohibited, so don't use it.
