Reporting cheaters accurately is very hard, you never know to be honest and yes, i know ppl constantly reporting in every match, just becouse they are kind of bad.

You will reward just people with best correct verdict ratio, and you will measure that by compareing it to the verdict (assuming that it will be correct). Rewarding the rank should bring in more skill...
