Yes it does. + its not kinda only valves fault, its your also (95% probably) becuase 3rd party softwares such as cheat engine and more does the error.

i know, but this is not same thing at all. if you have 64fps, in theory, 128tick server runs for YOU at '64tick'.

Yes, it does work, but 128tick does not effect as much if u play 64fps (vs 128fps.) so 128 tick is not worth to valve. because there is less players who have over 120fps, than 60fps.
