Well, look at KQLY, he actually plays for Vexed UK. You don't see fans of doped athletes or cyclists yelling such things because those are actually proper sports where physical strength is used - using steroids is rather highly unfair. See, with steam accounts it's a lot different. One could use one with cheats in past, it doesn't make him a cheater on a new account. It's like sportsmen using steroids before they even got into professional sports competition or whatever.

Honestly I only remember whole thing being debunked ages ago... Anyway if he has vac ban that he indeed got I think valve has proven they are very harsh so makes no sense he would still be playing would he have one, it was already talked about when he was not so well known too so surely he would have been banned from events if this was the case.
