WCG re-evualate silent run rule

Do you remember World Cyber Games 2007 in Seattle, USA? The famous silent run was a big issue, due to it being illegal and coursed huge delays, match replays and screams from the scene that this was totally wrong.
At WCG 2007 Grand Finals in Seattle, USA, the famous silent run was banned from the tournament. Players were allowed to crouch two times in a row and nothing more. This coursed a huge scene, as close to everyone were use to the silent run being allowed (even Americans and the Asians). Huge tournament schedule, endless disputes and a rematch, was what this banning of silent run coursed.
Things can change. So has Counter-Strike 1.6 Chief Referee Thierry St-Jacques-Gagnon realized. He will let the people around the community of CS 1.6 state their opinion in this case. He’s already put up three possible solutions.
Should G7 not be taking action in this case? What will the consequences be in the silent run remains to be illegal? We will know a lot more later this year for sure. State your personal opinion below.

1- Old rule remains: dispute format gets changed, asking the teams to specify what round they think they could have been confused or disadvantaged by an opponent using this method;This being said, the old rule still remains, until a working solution has been found. 2- Get rid of the rule, therefore allowing the move and play even though it can mess up the hitboxes.
3- (In my opinion the fairest of all 3) Get rid of the rules. Create a WCG Mod for the competition where the third duck-duck combo would have a jump penalty, therefore disallowing a player to move fast AND silent at the same time for a long period of time. At the same time, the players that are use to do this will still be able to do it, but won’t get the hidden advantage of it. This could also allow the WCG committee to fix the silent plant bug and other bug, facilitating the referees’ job and allow them to focus on things like ghosting and dead-speeches.
