Edit your launch options. Delete all except for -nofbo. It's full of outdated rubbish at the moment.

I guess, it's because frequency of your desctop and Counter-Strike are the same.

It's new rendering stuff. Add "-nofbo" to launch options to solve it.

No need to type "-nomsaa" after "-nofbo". Added "-nomsaa" to let you disable MSAA effects being applied to the games output, setting "-nofbo" also implies "-nomsaa".
