Official: PARIVISION's RMR disqualification overturned

Tournament organizer Perfect World cite a "newly communicated ESIC appeal process" that meant F_1N was allowed to be around the PARIVISION squad.

ESIC have confirmed that F_1N's permanent ban from Valve events has been overturned

PARIVISION will compete at the Shanghai Major EU RMR after their disqualification was overturned by Perfect World, confirming a report by HLTV.

The decision means the EU Last Chance Qualifier, scheduled for August 27 featuring the three 2-3 teams KOI, Monte, and BLEED, is no longer required and has been cancelled.

PARIVISION disqualified from Europe RMR over banned coach involvement*

PARIVISION were initially barred from flying to Shanghai by Perfect World after posting celebrations on social media that showed coach Ivan "F_1N" Kochugov, then believed to be serving a permanent ban from Valve events, present with the team.

F_1N was one of 37 coaches suspended in 2020 for using the infamous coach bug in six official matches for 34 rounds. That was enough to earn a permanent ban from Valve, while the Esports Integrity Commission (ESIC) barred him from their member events for nearly nine months.

Sources: PARIVISION's RMR disqualification overturned after appeal**

His ban has now been cut short after what ESIC called a "special evaluation of the significantly out-of-time appeal."

The appeal, posted four years after the sentence was handed out, proved successful after a review by ESIC's Independent Appeal Chair "based on the appeal’s merits and the compelling evidence provided by him."

"This change has been communicated to and accepted by Valve."

This process was not made public until today, but F_1N's status was not communicated to Perfect World immediately upon its conclusion. Upon receiving this information, the TO overturned PARIVISION's ban and re-instated their place at the EU RMR.

Valve's Major rulebook, section Stage Integrity, sub-section Team staff restrictions says:

"In the case of any matches where event admins are not physically present (e.g. online matches), no team staff, including the coach, may be physically or virtually present or communicate with the players at any time during the match."

Having any staff other than players present in the room during online matches is still against the rules, according to the excerpt from Valve's Major rulebook above. This alone, however, was not the reason behind the original decision to bar PARIVISION from participating in the RMR, with Perfect World focussed on F_1N's status as a banned individual.

HLTV has reached out to ESIC to inquire about when the appeal process was completed and when it was communicated to Valve, but did not receive a response at the time of the article's release.

what's the point of ESIC if you can lodge an appeal after the deadline and get a ban overturned?

Why are you asking about Hunden? Parivision's coach used the bug more than Hunded did anyways, and is not banned anymore. hltv.org/news/30351/esic-issues-bans-to-..

How does this justify that the coach was still in the same room as the players during the games?

I believe it is directly listed in the rules made by valve that only the players are allowed to be in the same room, cameramen/media persons also not allowed (could be mistaken though)

an ambiguous situation cuz yeah coaches should be involved in game on timeouts only and how do u know if they are not breaking this rule if they are in the room during match but on the other side how tf do u know if other teams are not doing that cuz we dont see them on cameras cant please both

Read the rules ffs, they are public. Coaches cannot communicate with players when admins aren't physically present. This is directly from the rulebook. "In the case of any matches where event admins are not physically present (e.g. online matches), no team staff, including the coach, may be physically or virtually present or communicate with the players at any time during the match." Source github.com/ValveSoftware/counter-strike_.. The issue here is both ESIC and Perfect World are clowns unable to organize a decent event. Idk about the other two teams but KOI at the very least should be entitled to some kind of compensation since they retired from CCT because they were supposed to play today the last chance

It probably is not as serious of an offense to disqualify a team. I guess?

At the time of the game taking place F_1N was officially banned for life from all Valve competitions. Even if ESIC's appeal process concluded with positive result for F_1N before the qualifiers, his official status was still the same. Valve did not release any statement that it changed which means he was still forbidden from taking part in any official Valve competition no matter in what role/capacity. Both PARIVISION's organization and F_1N himself should be aware of this situation and his status. They should follow this issue until receiving official answer from all organizations that handed ban to F_1N. It's a simple oversight on their part which should be punished accordingly. Rules are rules. They should be kicked out of the RMR.

"This change has been communicated to and accepted by Valve." Unfortunately, Volvo accepted the "significantly out-of-time appeal" decision by ESIC and now considers it settled
